The Examiner reporters have their math wrong. They've taken the numbers in the FedBid solicitations and multiplied them incorrectly because the description describes both the unit size and the total quantity requested. For example:
Desc = BRASS CASING 100,000 ROUNDS PRICE PER 1000 ROUNDS WILL INCLUDE DELIVERY.
Qty = 100
The article has taken the Qty number and multiplied it by the total units, not the unit size.
Their math to get to 21.6 million is:
100 x 100,000 +
100 x 100,000 +
40 x 40,400 =
=============
2,160,000
The correct figure for the bid is actually the much more reasonable 240,000. That number is reasonable if you imagine that maybe the department has 100 armed employees who fire 50 rounds per week at the gun range to maintain their abilities: 100 x 50 x 52 = 260,000.
