I am confused, does the Surface Pro come with a 128GiB HDD or a 119GiB HDD? I was of the impression that it was 128GB i.e 119GiB.

The Surface has 128GiB of NAND (not HDD), and the reserved "spare area" that is not visible to the OS makes the usable area 119.2GiB, or 128 decimal GB.
