What about (people labelled as) terrorists who happen to be American residents?
- jonstewart 14y agoI can't speak for the parent comment, but the article specifically limits lethal action to overseas use, where capture is infeasible and where that judgment concerning capture is re-evaluated periodically. Also, the U.S. military and the CIA are severely restricted from acting inside U.S. borders.
