I don't see how having the least amount of negative impact is unfair.
- dragonwriter 14y agoAs well you shouldn't, since that was the answer to "what do you mean by fair?", not "what do you mean by unfair?". The characterization of the "FairTax" as unfair was that it failed to meet that criteria for fairness.
