I'm not against theories, but if race filtering was their goal, they seemed to have failed. Moreso when you consider the cost of the effort... so I'm not going for it. And urban blacks (and many urban people, period) are often poor. A business might want cheap land to create a suburban work area. Prices go up, poor people move out. It doesn't have to be racial.
