This seems like the physical equivalent of mega.co.nz, a "dangerous property". The owner may be upstanding, but the people we expect to protect us (the gov't) see it as a nest of thieves, regardless of who owns it. But if that were illegal, it seems to me Vegas would have been plowed under a long time ago.
