On one hand, this employee was a security liability. He shipped his 2fa key to a firm out of the country, allowing outsiders into the network. It's one thing to accidentally become a security hole, but I am guessing that this employee deliberately violated company policies to pull this off. On the other hand, if the work was better than the employee could have produced individually, then this was a net benefit for the company. I think it's obvious that the company couldn't keep the employee, but it might be worth bringing him back as a consultant to manage the team in China if the company finds that acceptable.
