You wouldn't start a company there (assuming your compensation is not much much higher than it would be in other areas minus taxes.) Decrease this until it reaches the point at which you're ok, weighing all the pros and cons of there or elsewhere, with starting a company there. Of course it's not true to say they have no impact on your decision, but rather at current levels, their impact is deemed acceptable compared with alternatives.
