North European countries are social democracies with incredibly high income tax (roughly 30%). I don't think you can tax your way into getting societies like these. The world wars gutted large parts of the population and society had to change. The NHS in the UK was set up in response to having fought a war on their own soil, something which the US has not done in a long time.
