But for variety, I'll give you an alternative to the advertising route. You could do a procured tour that changes every week. Even long-time residents might find that interesting if you can manage to stay away from monuments and such.
So this week's tour might look like:
1. Start at a hole in the wall food place
2. Go to some art exhibit / outdoor concert
3. End in a less-heard of but fun night club
Charge X per person, make the group sizes small like under 8 people and it could be a way that locals do something social and fun.
Eventually, you would want relationships with the stops on the tour and get kick backs for it.
This doesn't scale in any way that would make a VC like it, but if you're looking for a small business idea I think that would also be fun to run.
