Everything I ever heard on the subject says that Tolkien "wanted to write a mythology for England" when he started writing LOTR. Mythologies are almost by definition uncontrollable, so the fact that it's taken on a life of its own in a way proves that Tolkien actually succeeded with his initial goal.
