Where is anything said about the rule of dictate? The UK doesn't have a codified constitution - parts of it aren't written down anywhere at all. Any act of parliament can override any existing act or law, parliament can pass any new act it pleases. As anywhere else, we're not perfect but it's not a complete disaster.
