"I always feel horrible for the flight attendants. It feels like they are running a day care. Why are people like that? Are they stupid and don't understand the rules? Or do they think the rules don't apply to them?" My wife is a flight attendant and she defenately feels like she is running a day care. She says it has gotten progressively worse each year. It does seem to be regional though. She has some flights where the people are always nice and some(Pittsburg) where the people are always rude.
