The "Snowden Docs" were just a wget --mirror of the internal wiki. So there was a lot of cruft in there. Greenwald just wanted to make a bigger name out of himself (and he's made bank on that) by claiming there was "millions" of documents. When only a tiny selection were of any usability to publish.
