If I were to design a new international language I would take the vocabulary and grammar from Basic English [1] and modernize the writting system to be fully phonetic. Still, I'm afraid that such Newspeak-like language could be implemented only in some totalitarian dictatorship, so I hope that it won't happen any time soon...
