You know, we have had schools running for millennia, and some of them successful: there is not much issue about understanding what a strong education can be.
Again, a hint in your statement is clear but not your substantial thesis.
To overcome the difficulties in cognition in the population, the proper action is to enhance the enablers to that now deficient cognition. That rules out blocking access to the teachers.
A society that blocks access to the intellectuals is a failed bunch of beasts that must return to the woods.
