If I'm on team "I want to wipe out most of humanity with an engineered virus" I don't have a deadline. I can take my time to get a virus that spreads very rapidly, with a long interval from the time an infected hosts is contagious and the time they show any symptoms, and kills rapidly once symptoms appear. Team "Let's find a cure" is much more pressed for time.
