Iwhy is it harder to turn off something than to turn it on + connect it + handle all the complexities involved with that? Why is OFF so complicated and nuanced

Iwhy is it harder to turn off something than to turn it on + connect it + handle all the complexities involved with that? Why is OFF so complicated and nuanced, why would they put out something where even toggling something doesnt turn off the beaconing function where its not OFF and even tho its DISCONNECTED, its not OFF? Why does it need to stay ON (albeit DISCONNECTED, altho theres no evidence thats even true) if theres no benefit to it being ON as you've said?
