Does it really count as non-aligned if the observer states are very much aligned?

    Both Russia and China are observer states within the non-aligned movement.

      I'm pretty sure that is a more recent development, and that at least the Soviet Union and China weren't observers during the cold war. (But I haven't looked it up.)
