I think it lessens the damage -- offshore workers do not consume finite resources in their host countries (e.g. housing, medical care) leaving those to the native citizens. Eventually AI will replace the "need" for these visa holders -- cancelling a contract with an offshore firm is more tenable than remigrating thousands of families.
