What's likely actually happening is that they got a vaguely complete list of adults somehow (eg. voter rolls or DMV registrations), then the rest of the attributes are filled in using guesswork (eg. the name "Homer Simpson" probably implies he's white and male, the zip code he lives in implies he's middle class, etc.)
