What's the argument for that? That seems rather arbitrary.

  Because our civilization relies on governance and corrupt and degraded government can fail and collapse countries and even civilizations, leading to immeasurable levels of harm to all of humanity. It is a form of mass scale murder once you add up all the collective harm.
