It's actually not taking a lot of speculative ideas at all. It's taking one hypothesis (universal reproduction) and noticing that if it has one interesting feature (slight variation in parameters), you automatically and essentially unavoidably get Darwinian evolution which could very cleanly and succinctly explain a lot of the weird fine-tuning that seems to be present in our universe.

- stouset 23d agoYou are missing the point entirely. Nobody is saying right now that they’re sure this is happening. We have a seemingly very fine-tuned universe that warrants explanation. This is such an explanation, and one that is not only curiously simple, but requires only a small tweak to an existing theory which is plausible if untested. That is inherently interesting even if we don’t have ways to test it yet.
