  which is the missing feature that has the most significant impact on people who need special accessibility features? which has the least impact? can you give a rough quantification of impact for each of these two extremes? rationale for asking: prioritizing which items to focus on first AND prioritize against other features (like more accurate data).

    Structural issues(which wouldnt make the assistive tech user access the tags of the pdf) - 1.3.1 and Language of parts - 3.1.2(mostly on the type of the content of the pdf but exposing different language tags to different language content in the pdfs)

      small correction, the untagged content (structural issues) is the highest and headings and labels issues are the lowest.
