If you look at the NASDAQ website (http://www.nasdaqtrader.com/Trader.aspx?id=MarketWatch http://www.nasdaqtrader.com/Trader.aspx?id=MarketWatch) they have their own regulations about how it is handled. I'd imagine there are SEC regulations around it as well.
