"Change" and "resilience"... Two of our rulers' favourite buzzwords right there. Apart from the wider climatic issues... It would help a lot if cities weren't covered in concrete, tarmac/asphalt and reflecting windows that cook the urban environment. They aren't good for rain runoff either.
