Honestly, my experience from the hiring side is that this type of app hurts much more than it helps. Typically, we get a flood of very low-quality applications that starts within an hour of a job first going live, and then a trickle of higher-quality applications which doesn't start until at least 8-12 hours afterwards. We've actually considered just not reviewing any applications received on the first day. I'm pretty sure other employers are already doing that.
