  GeForce Now allows you to play any game you own on steam, am I mistaken that you can play GTA V and IV and San Andreas (the horrible remake) this way?

    "almost" any game, and not just Steam, but Xbox too.

    No. Only games the publishers allow.

    No you cannot, publishers sued Nvidia a while ago claiming it was unauthorized (even though it wasn't, it's just a cloud computer) so now Nvidia only allows specific games to be played. However other cloud GPU providers allow you to run Windows and Steam to play whatever game you want.
