Should there be a reconsideration - they could of course always just drill new wells into the known, proven resource. If they mothballed the existing wells for a few years they would probably need to anyway, or spend piles of money keeping them viable.

Yes, but making it more effort/costlier makes it less likely that it will be done unless there are really compelling reasons to.

    "Just digging new holes" also costs money, and hence the deterrence is still having the intended effect.

        No, stopping the re-opening is the goal. Making people waste money if they want to is the means.
