That’s the whole issue. Markets by themselves cannot work for the benefit of humans, you need to regulate them, otherwise we would have child labor and slaves to trade. You need to force the participants to have to deal with their externalities and consider more than the next 2 quarters. Markets are a tool you have to use correctly, it’s not a magical thing that solves all humanity problems by itself
