So what's the answer? Where did they all go and why?
Was the takeaway supposed to be "public bathroom" meant either public urinal (ruined by stigma for gay sex and blackmail) or saloon (ruined by temperance)?
We're missing like 100 years of the story chronicling psychiatric over-optimism, deinstitutionalization, gentrification of barely livable housing, rent-seeking, and all the rest of the factors.
I think it's a maintenance story. It's unglamorous, invisible maintenance. There's no such thing as a perpetually clean bathroom because it is exclusively used by tidy people-- messes happen everywhere but they are ignored more in some places and that compounds and invites abuse.
