At least in my area, a lot of folks didn't trust the tap water, and more didn't trust the fountain to not be super germy, so fountains just didn't end up used.

At least in my area, a lot of folks didn't trust the tap water, and more didn't trust the fountain to not be super germy, so fountains just didn't end up used. I noticed many shuttered during COVID then they never got turned back on, then eventually got removed. I have seen indoor fountains gradually being replaced with water bottle filler stations, but I personally wonder how often those filters get replaced.
