I think it's fair to require, at least in incorporated/dense areas, some minimum standards for sanitation, fire safety, and other aspects that present a health hazard to neighbors who are living near enough to be affected.
Note that this is not "on-site parking minimums", "minimum lot sizes", "minimum front and side setbacks", etc. But, it is "indoor plumbing", "appropriate sewer or septic", and things like that that when done incorrectly present a present health hazard to neighbors.
You want to build 100 square feet and an outhouse on land you own out in the boonies? Be my guest. In the city? No.
