This fundamentally misses the point. Colleges are not paying anyone to enroll. They're using dynamic pricing and giving discounts to kids whose GPAs/scores will help boost the college's rankings.
Also, pretty much every competitive school has "need blind" admissions, which means that this isn't really an issue for the several dozen schools that are at the center of every admissions debate.
