I think a system that looks like how many hours someone puts in and then sends an email to both them and their boss going "you're abusing overtime, you will work the hours that are in your contract" would work a hell of a lot better to stop that grift. Nothing stopping someone from finding another trick to get those overtime hours if the system rewards that.
