I remember being in tokyo and navigating using the phone was always broken coming out of the subway. The blue dot would be on the wrong side of the street, or going the wrong direction. We would go towards something, only to have to backtrack to the last intersection and turn another way. I eventually started bringing a bluetooth GPS along, which helped with compass direction and GPS fix compared to just the phone. Maybe it would have been better with wifi on?
