Do you think it could be possible to open a can of plain sardines and put mustard on them?

  Of course. This does not produce the same results as fish that have been cooked/canned in mustard sauce and left together for months (or years). This difference is important to me. The old, fish-flavored mustard goop at the bottom of the tin is one of my favorite aspects.
