They even do that to large transmission lines. First shutdown/isolate, then connect to ground or short circuit. If anyone then accidentally turns something back

They even do that to large transmission lines. First shutdown/isolate, then connect to ground or short circuit. If anyone then accidentally turns something back on it will fail immediately.
