It's common to lump agency actions under "Trump administration" or "Biden administration" I personally would not use "Trump admin" and would name only the agency. If it's common, as I noted, it's probably not aimed at Trump micromanagement. I find a lot of agencies "just doing their jobs" as in following up on computer fraud, because promotions are still based on getting the job done, AFAICT.
