You might want to check out Pinako extension. With it your live tabs, bookmarks, curated tab libraries, mobile-device tabs, and other synced browsers/PCs, all sit in parallel nested trees, so a bookmark or bookmark folder can be dragged into the live tab tree or any other tree, and vice versa.
Plus, an important piece that actually addresses the unfinished-decision framing, is being able to close a tab and keep it in place in the tree: it stops eating RAM, but it stays exactly where you left it for reopening in same position later. That covers your tab-groups point too, since groups are saved in the tree with their name and color intact, so a research context from three months ago survives a browser restart instead of surviving only in history.
Disclosure, I built it, but it honestly does help with the points you raised.
