I don't know how you got to this. GitHub was designed fundamentally for the decentralized world. That's why forking is so easy, it was designed so that everyone can fork a repo and merge between themselves.
That's why GitHub has the vulnerability where if you have a private fork of a public repo, all of your commits are also public (because the internals was designed for an open social coding world)
