I know one CTO who fought tooth and nail with multiple meetings to keep AAC compressed audio out of a codebase after agreeing to a plan to improve overall app size, not understanding that the AAC+ compatibility problems in some versions of Android didn't apply. He just didn't understand audio encoding, didn't have time to research it, but he be damned if he didn't get to decide what's used.
