Well there's certainly at least one major thing I've noticed. Have you seen any recent Australian based news footage of little under 16 hoons that have uploaded their stream to social media of them stealing cars and going for wild rides lately on tv or some other media area ... or likewise any local content of under 16 youngsters based here posting their escapades in some sort of competition to fan the flames of some new dangerous meme? I know it's been some months for myself.
Now if you can recall something recent from one of those areas where under 16s were banned, I suggest you should inform and send links to the e safety folks, they'll be dead keen on any evidence like that.
Though it seems like the rules was just meant for social media companies to clean up ... much like under age driving, it also means parents of less savvy, vulnerable, sensitive children need to be proactive as well. I note plenty of young lads in my locale ride motorbikes on the roads under age, but they seem capable and it's also rural, so not that big a big deal. I am also sure plenty of parents can gauge if their child is quite capable to operate safely using these social media areas where the ban has taken effect.
