What is evidence then? Something of choosing that is impossible or just impractical to meet, or who's goalposts can keep changing indefinitely?

  A bad result is not evidence that a system failed or did anything wrong. To show a problem with the system, you need to show, for example, that other systems do things differently in a way that would have avoided what happened here.
