Facebook kept spamming me with 'people you might know' emails, which used to go straight to my spam folder, but for some reason started appearing in my inbox. I clicked through and unsubscribed from those emails the other day. Despite this, the very next day I got the governance email. I suspect you have the email in a spam folder somewhere.
