I lived in Las Vegas for a few years, circa 2005. The HOA required a uniformly green lawn, with no yellow patches, a ticket otherwise. My in-laws lived a few houses further down the street. The FIL got a ticket, so he spray painted the yellow patches. My "lawn" was desert gravel, no tickets.
Now I live in the Miami area. There are huge parking lots, mostly barren of cars. These lots have island dividers covered with grass and the water sprinklers are just mindlessly adding to humidity. ¯\_(ツ)_/¯
