I don't think it's allegiance so much as the metaphorical opposite of a fig leaf. He allows and provides cover fire for the worst intentions of his deputized minions.

- hydrogen7800 4mo agoYeah, and he is such an intellectual child, that he can very easily be manipulated by those minions. They let him think he's the brains of the operation, and they get their policies enacted.
