The point of the comment, I believe, was that it is unlikely that the railway will ever actually connect LA and Frisco b/c current levels of public funding are insufficient to build out the entire length. The full project will require significant private funding, which is unlikely. It the current stretch that is funded, i.e., Bakersfield, there is essentially no public transportation other than the occasional bus.
