Would it not induce terror if Al Qaeda started interfering with vast swaths of people's daily lives? Power keeps going out for a few hours, cell phones go down at the same time, water is shut down because of bacterial contamination.. People wouldn't directly die, but living in a less stable environment is going to worry people.
