According to a complaint, Customs and Border Protection officers determined that Chen’s passenger presented false immigration documents when they applied for entry to the United States at the San Ysidro Port of Entry. The passenger was a Chinese national without legal status to enter the U.S. who had made arrangements to pay $18,000 to be smuggled into the U.S.”
